[dms-discuss] UPS Cycling on and off power + An orphaned laptop and HP Tablet

I've had APC UPSes act like that when the battery was way past it's replace date and not holding a charge well (seems like the wrong behavior in such a case but oh well). 

Don't know the owner of the laptop/tablet. Perhaps the Makerspace :)
