Rob, 

I have some abs filament (actually a lot of it) and printer hot ends that I am going to try to drop off today, so maybe replacing the hot end will help.
Regarding filament jamming… this is usually the case when filament picks up moisture from the air. The fix is to bake the filament for a while in the oven (people usually use toaster oven and throw in the whole spool for few hours), or 
to store it in a container with the silica or kitty litter for a while until moisture is removed.

Regarding fan not spinning, if you are referring to the the fan on the extruder, that is controlled with the GCode and should not run all the time. Usually slicers would disable it for first few layers (depending on the settings) to allow plastic to stick to the build platform, and then start it after that. If you want to test if fan is working, best way is to run pronterface or similar app that allows you to send gcode to printer, and then type M106 S255 (that last number after S is the speed which goes from 0 to 255)
