[dcw] Goals/Projects/Discussion page on Wiki

Thanks for rearranging the "Goals and Visions," Braden!  It works much
better that way.

My intent with the three columns in "Projects" was to indicate the three
roles I usually see in classes/projects at Bike Forth and elsewhere: One or
two coordinators who spearhead the effort, a number of other volunteers who
help out, and all the people who take the class or benefit from the
project.  My experience has been that a project (especially a class or
workshop) isn't much good without all three.  I changed the name of the
third column to something which I hope will be clearer.
