Hi All,

Partially in response to James' git-hub request, I have set up a wiki page for continued discussion and summarizing of the key access policy.

I also think this would be good to get into the handbook eventually, but we can wait until we things more developed first.

Jeff,

There was a small amount of traffic last week.  Do you have a rough
outline that shows your current ideas (and possibly incorporates some of
the ideas from last week)?  Or perhaps you're still in "acquire input" mode?

I've put up a template for day-to-day operation on our github account

It would be awesome if your ideas could go in there (either now-ish or
when they're better filled out).  I'm thinking this handbook could/would
be printed out and kept in the space for reference.
